Move cpu related dump entries to dynamic mem dump, the reserved memory
of these entries can be reclaimed if this dump entry is not enabled.

Enable pmih010x bcl lvl0 alarm mitigation for ibat violation.
Disable NSP mitigation for all bcl alarms since bcl outer loop
mitigation is taken care in NSP side.

FR92369: Memory team has noticed that buses drivers are using the
legacy "qcom,iommu-dma-addr-pool" DT property and suggested to use
Upstream compatible "iommu-addresses" DT property by this change
there is no impact in functionality.

PBS RPMh resources are used to trigger PBS sequences, which
may be used to toggle the enable state of regulators which are
required to be controlled by HW enable option.
Add support for them.
