Enable secondary ddr voting on llcc bwmons for sun
and remove existing ddr bwmon given this enablement.

Change vdd io current level of sdhc_2 to set 22 mA load to follow
up new Power Grid on SDC2 vdd-io pads regulator lpk. The previous
5.6 mA is not able to reflect real drawing current. It may cause
OCP issue as 5.6 mA voting load from SW is not enough to let SDC2
vdd-io regulator work on HPM, but the real drawing current may
exceed LPM OCP threshold.

Due to RUMI limitations only HS mode is supported on RUMI for SD cards,
add DT flag is_rumi for sun RUMI to enable SD card on HS mode.

Add RPMH_CXO_CLK as ref_clk to UFS for Sun on pre-sil.
On Rumi ref_clk is to UFS PHY is 19.2MHz and actual device
it is 38.4MHz.
Also update correct gcc header file for sun.

Update enable-method to PSCI. Add idle-states node and
update cpu node to include appropriate idle state.
Disabled all idle-states for rumi.

Set regulator-always-on for VDD_MMCX and VDD_MXC on Sun
RUMI. This ensures that clock controller register values
are maintained since RUMI isn't simulating register
retention across VDD_MMCX or VDD_MXC power collapse.
