Add interconnect device bindings for Ravelin SoC. These devices
can be used to describe any RPMH and NoC based interconnect devices.

PBS RPMh resources are used to trigger PBS sequences, which
may be used to toggle the enable state of regulators which are
required to be controlled by HW enable option.
Add support for them.

Facing issue where PCIe PHY GDSC is getting turned off when system
suspend is happening. So reverting this change till we find a fix.

Add additional device trees and msm-IDs to support
an additional package ID. Additional packages may support
different hardware settings and can be configured in their
package specific device trees.
