Davidlohr Bueso 895a60728f lib/rhashtable: fix comment on locks_mul default value
As of commit 4cf0b354d9 ("rhashtable: avoid large lock-array
allocations"), the default value for the locks multiplier was reduced
from 128 to 32.

Update the header file to reflect this.

Please notice that there are several guides for kernel developers and users.
These guides can be rendered in a number of formats, like HTML and PDF.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.
