Steps on the way to 6.6.89

Resolves merge conflicts AND an ABI break in the following files:
	include/linux/energy_model.h
	kernel/sched/core.c
	kernel/sched/cpufreq_schedutil.c
	kernel/sched/sched.h

By merging away the following two commits.  They can come back in the
future if they are done so in an abi-safe way.
	d70c078c26 cpufreq/sched: Explicitly synchronize limits_changed flag handling
	ada8d7fa0a sched/cpufreq: Rework schedutil governor performance estimation
