Anaadi Mishra f28b0bdded ARM: dts: msm: Update gpucc node as GenPD provider 
Mark gpucc clock node as GenPD provider and disable the
graphics GDSC regulator nodes.
While at it, keep the gdsc's as it is on rumi platform.
