tcp: use tcp_jiffies32 to feed tp->lsndtime

Use tcp_jiffies32 instead of tcp_time_stamp to feed
tp->lsndtime.

tcp_time_stamp will soon be a litle bit more expensive
than simply reading 'jiffies'.
