2229f3fc4e sm8550-common: Use device-specific data-ipa-cfg-mgr

It has been moved to a subdir and the structure is now as follows:

  hardware/qcom-caf/$(QCOM_HARDWARE_VARIANT)/audio
  ├─ agm (clo:platform/vendor/qcom/opensource/agm)
  ├─ pal (clo:platform/vendor/qcom/opensource/arpal-lx)
  └─ primary_hal (clo:platform/hardware/qcom/audio-ar)
