Goal

Reduce repetitive alert noise.

Scope

  • Strengthen dedup logic by key/target/severity.
  • Add cooldown windows for repeated notifications.

Acceptance Criteria

  • Repeated same-condition alerts are suppressed correctly.
  • New distinct issues still notify immediately.
